be followed and reported. In this way, online education can be improved to get better results.

2) STRUCTURE OF ONLINE EDUCATION
Online education is a contemporary approach that aims to provide education services to the

masses by using the possibilities of communication technology and educational technology.

With this approach, the rigidity in the structure of traditional education has been largely
eliminated and replaced with flexibility. As a system, online education has unique

characteristics that enable individuals to receive education relevant to competencies in their
own settings.

The characteristics that make up the quality of distance education are as follows (UNESCO,
1987, pp. 5-6):

- The student and the instructor are in separate environments.

- There is no obligation for students and instructors to be together at a certain place and
time. The student has the freedom to learn the courses offered by the instructor when

he/she determines in accordance with his/her own conditions.
- Online education is the product of purposeful efforts to provide alternative educational

opportunities.

- Online education, which forms part of education services, is expected to meet general
standards as well as the purposes of national education. Therefore, programs are

prepared for online education students in line with this expectation. The programs
prepared are sometimes the same as those in formal education institutions, sometimes
