different from them, but always in parallel with the current conditions. Sometimes,

programs are prepared to meet specific learning needs.
                   - Various teaching environments are employed in online education.

                   - Printed materials constitute the most common teaching medium. Audio and video
tapes, especially radio and television programs, are important environments in online

education and several of these mediums are often used together, complementing each
                      other.

                   - Online education has a systematic structure and the teaching process is organized

systematically. This system extends from the educational institution to students
through teaching environments. The student feedback and response also reach the

institution through the system. The online education system includes smaller systems
for the preparation of equipment, the production and distribution of equipment, and

the training of those who work in the system, with its objectives, products and
                      evaluation.

                   - Online education systems require student support services.

                   - The student who is not in the same setting with the instructor may need the support of
the instructor at times. In some cases, regional or local centers are established to

provide this support. Support can also be sought from parents and families when

                      necessary.
                   - Contemporary online education systems differ from previous correspondence or

broadcast education models with their elaborate structures.
In modern online education, education is cost effective and there is systematic quality control

for the standards. With these characteristics, online education in the contemporary sense can
be defined as a systematic form of education that differs from previous correspondence and

broadcast education models with its careful structures expanded with student support services

and it is the product of purposeful efforts to provide alternative education opportunities,
where students and instructors are in separate environments.

It is important to reduce communication problems in online education that may arise due to

physical distance. Moore (1994) explains this situation in his Independent Learning Theory as

follows: In online education, the distance between the teacher and the students can cause a
